Open-Source AI Leadership Act
Summary:
• Directs the Secretary of Commerce to support the adoption and use of American open AI models (called "qualified open models") in interstate and foreign commerce through actions such as designating a coordination point of contact, entering agreements with private entities and governments, and identifying barriers to adoption
• Requires the Secretary to assess and publicly report on risks posed by "foreign adversary models" (open AI models developed by covered nations or entities under their control), including risks to data confidentiality, national security, supply chains, and model outputs, with annual reports published for up to 10 years
• Explicitly prohibits construing the Act as authorizing the Secretary to ban, restrict, or otherwise make unavailable any open AI model in interstate or foreign commerce
