Summary:
• Extends the authorization for centers of excellence for stormwater control infrastructure technologies from fiscal years 2022–2026 to fiscal years 2027–2031
• Fixes the number of centers at exactly 5 (replacing the previous range of "not less than 3, and not more than 5")
• Requires that one of the five centers be located in and focused on the Great Lakes region
