• The "GRANITE Act" prohibits U.S. domestic courts from recognizing or enforcing foreign judgments, fines, orders, or demands that enforce foreign censorship laws.
• A "foreign censorship law" is defined as any foreign law that restricts or penalizes expression, targets expression based on content/viewpoint/speaker identity, or compels disclosure that would chill expression, AND would conflict with First Amendment protections if recognized in the U.S.
• U.S. persons targeted by such foreign judgments may sue in federal district court for a declaratory ruling that the judgment is unenforceable.
