Flock-Off Act
Summary:
• Prohibits the use of federal funds—directly or indirectly, by any government agency or any recipient of federal funds including state, local, or Tribal governments—to purchase, operate, maintain, or enter into contracts for "covered camera systems" (automated license plate readers and biometric/facial recognition devices) or their associated components
• Requires government agencies and federal fund recipients to decommission existing covered camera systems funded with federal dollars within 180 days of enactment, with recipients risking loss of federal funds and required repayment to the Treasury for violations
• Provides two narrow exceptions: border security systems within 1 mile of the northern or southern border operated primarily for border enforcement, and tolling systems used exclusively for toll collection with data restricted solely to that purpose
