To prohibit the transfer of certain offices and functions of the Department of Education to other Federal agencies, and for other purposes.
Summary:
• Prohibits the Secretary of Education from transferring functions or entering into interagency agreements with other Federal agencies involving four specific Department of Education offices: the Office of Special Education and Rehabilitative Services, Office of Postsecondary Education, Office of Indian Education, and Office of Elementary and Secondary Education
• Exempts from this prohibition any agreements already in effect as of February 1, 2025, and renewals of those agreements containing the same or substantially similar terms
• Requires the Secretary of Education to provide quarterly cost analysis reports to Congress and the public on interagency agreements entered into on or after February 1, 2025, covering detailed actual and estimated obligations across nine specified cost categories
