• Amends the Social Security Act to prohibit recovery of old-age insurance benefit overpayments if the overpayment occurred more than 6 months before the Commissioner's finding and was caused by the Commissioner's own error
• Limits monthly benefit reductions for recovering Commissioner-caused old-age insurance overpayments to no more than 5% of the monthly benefit amount
• These protections do not apply to anyone the Commissioner determines has ever committed fraud or similar fault under the program
