Summary:
• Directs the Secretary of Health and Human Services to convene a panel to develop training requirements and protocol recommendations for 9-1-1 dispatchers responding to behavioral health crises
• The panel must consider integrating the 9-8-8 system with 9-1-1, connecting callers to crisis care instead of law enforcement, and establishing training on cultural competency and implicit bias
