• Requires the Secretary of Homeland Security to consult with local officials, community members, public health authorities, and others, hold a public meeting, and establish a 60-day public comment period before constructing or contracting for any immigration detention facility
• Prohibits the Secretary from building an immigration detention facility in a municipality if the local government has officially prohibited such construction, and bars use of non-residential structures (e.g., warehouses, storage facilities) or military installations for immigration detention
• Requires the Secretary to coordinate with local public health authorities to establish protocols for contagious disease outbreaks at immigration detention facilities
