21st Century SPR Act
Summary:
• Requires the Secretary of Energy to request the National Petroleum Council to produce a report on modernizing the Strategic Petroleum Reserve within 90 days of enactment
• The report, due within one year of being requested, must analyze opportunities to improve SPR infrastructure, including expanding geographic distribution, adding refined petroleum product storage, increasing storage capacity, and improving pipeline flow capability
• The report must also evaluate the Life Extension II project and include recommendations for Federal agencies and Congress on improving SPR operations
