Summary:
• Conditions college eligibility for federal Title IV financial aid programs on institutions not allowing athletes who hold active professional sports contracts to compete in intercollegiate athletics in that same sport
• Establishes criminal penalties of up to 5 years imprisonment (or up to 10 years for financially motivated or repeat violations) for athletics officials who knowingly recruit or sign such professional athletes to compete
• Allows athletes to avoid "professional athlete" status by rescinding their professional contract in writing before receiving any compensation or rendering any athletic services under it
