Supporting 9–8–8 Crisis Stabilization Act
Summary:
• Amends the Social Security Act to exclude certain mental health and crisis facilities from the Medicaid "Institution for Mental Diseases" (IMD) exclusion, making them eligible for Medicaid reimbursement
• The newly eligible facilities include certified community behavioral health clinics, community mental health centers, crisis receiving and stabilization facilities, and mental health and substance use urgent care facilities
• Requires the Secretary of Health and Human Services to issue implementation guidance to states within 180 days and submit a report to Congress within one year on facility utilization and outcomes
