• Directs FEMA's Administrator to issue regulations and guidance within one year to prevent gender-based violence, human trafficking, and sexual exploitation after disasters, including establishing coordination headquarters, improving check-in practices, and creating reporting mechanisms for abuse by landlords or housing providers.
• Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require training for all FEMA employees on identifying and referring victims of gender-based violence, sexual exploitation, and human trafficking, and to expand case management services to address these issues.
• Prohibits the Act from being construed to require new permanent hires or offices, preempt state/local authority, or restrict governments from providing greater protections than those established under this Act.
