• The "Congressional Pension Accountability Act" makes prior congressional service noncreditable for retirement annuity purposes under CSRS or FERS if a Member is expelled from Congress or resigns after an ethics committee adopts a Statement of Alleged Violation against them by majority vote.
• Members whose service becomes noncreditable are entitled to a refund of their own contributions attributable to that service, but are not required to repay annuity benefits already properly received before expulsion.
• A presidential pardon or commutation of a criminal sentence does not restore any forfeited annuity benefits under this bill.
