• Amends the Higher Education Act of 1965 to allow certain payments by public service employees to qualify toward Public Service Loan Forgiveness, including by making the first 60 monthly payments count regardless of payment amount
• Counts payments that would have been made during periods of administrative forbearance as qualifying monthly payments, provided the borrower is employed in a public service job during that period
• Requires the Secretary of Education to notify eligible borrowers of these changes within 180 days of enactment and provide information on how to change repayment plans
