H.R. 10619
Spending Safeguard Act
Summary:
• The "Spending Safeguard Act" requires the Director of the Office of Management and Budget to establish spending caps ("spending safeguard limitations") on direct spending programs that lack a specific statutory dollar amount of authorized spending, set at 120% of estimated six-year costs for Defense, Health, Income Security, and Veterans programs, and 110% for all other programs
• If a covered program reaches its spending safeguard limitation, obligations to fund that program are automatically halted 30 days after the Director's determination, with advance warning reports required when a program is projected to hit its cap within six months
• Medicare and Social Security are explicitly excluded from coverage under this Act
