H.R. 10653
Police Training and Independent Review Act of 2026
Summary:
• The bill authorizes the Attorney General to make grants to States that require annual fair and impartial police training for all law enforcement officers and academy enrollees, including anti-bias, cultural diversity, crisis intervention, and de-escalation training with a minimum of 8 hours initially and 4 hours annually thereafter.
• To be eligible for grants, States must also have enacted a law requiring independent investigation and prosecution when a law enforcement officer's use of deadly force results in death or injury.
• The bill defines several acceptable methods of "independent prosecution," including special prosecutors, inter-agency memoranda of understanding, civilian review boards, or prosecutors from outside the county where the alleged crime occurred.
