• Creates a new "Family Stability and Opportunity Vouchers" program authorizing up to 50,000 incremental housing choice vouchers per fiscal year for eligible families with children who are homeless, unstably housed, living in concentrated poverty, or at risk of displacement from opportunity areas
• Public housing agencies receiving vouchers must offer (but cannot require) mobility-related services to help families move to opportunity areas for children with access to high-performing schools or high-quality childcare and early education
• Authorizes funding for fiscal years 2027 through 2032 for both the vouchers and associated mobility-related fees and expenses
