Restoring Essential Plan Coverage Act
Summary:
• Repeals Section 71301 of Public Law 119-21 to restore the premium tax credit for lawfully present individuals, as if that section had never been enacted
• Restores premium tax credit eligibility for lawfully present aliens who are ineligible for Medicaid due to their alien status and have household income at or below 100% of the poverty line, treating them as eligible taxpayers at 100% of the poverty line
• Gives states the option to expand Basic Health Program eligibility up to 250% of the poverty line (up from the current 200% cap), effective for plan years beginning January 1, 2027
