• Establishes a moratorium prohibiting the Secretary from offering any area in the Eglin Gulf Test and Training Range for oil and gas leasing, preleasing, production, or related development activities
• The moratorium does not affect valid existing leases that were in effect on the date of enactment
• The moratorium ends if and when the Secretary of War submits to Congress a certification that the Eglin Gulf Test and Training Range is not of critical use
