Summary:
• Directs heads of Federal agencies to evaluate and develop strategic plans (due within 200 days) for promoting voter registration and participation through agency services, websites, and public-facing activities
• Requires multiple specific agency actions to expand voting access, including modernizing Vote.gov, establishing military ballot tracking, providing voter registration services to individuals in federal custody, and creating a Native American Voting Rights Steering Group
• Permits covered nonprofit organizations (tax-exempt groups that commit to nonpartisan activity) to provide voter registration materials at naturalization ceremonies and on agency premises
