• Prohibits institutions of higher education that engage in a "nonexpressive commercial boycott" of a "major strategic partner" of the United States from being eligible for certain funds under the Higher Education Act of 1965
• Requires institutions participating in Title VI programs to annually certify that they permit students and faculty to participate in academic programs in major strategic partner countries under the same terms as programs in other foreign countries, or lose Title VI funding eligibility
