Foreign Robocall Elimination Act
Summary:
• Directs the FCC to establish an interagency taskforce on unlawful robocalls within 270 days of enactment, composed of federal agency representatives and seven private sector members, to produce a report with recommendations for combating foreign-originated robocalls submitted to Congress within 360 days of the taskforce's establishment
• Requires the FCC to issue rules mandating that providers post a bond of up to $100,000 before filing a certification to the Robocall Mitigation Database, with exemptions for established, regulated providers meeting certain criteria
• Grants the registered consortium immunity from civil liability for receiving, sharing, or publishing traceback information about suspected unlawful, fraudulent, or illegally spoofed calls
