Mystic Alerts Act

Summary:
• Requires commercial mobile service providers that transmit emergency alerts to file an election with the FCC on whether they will also transmit alerts by satellite
• Directs the FCC to establish technical standards and requirements for satellite emergency alerting within 12 months of enactment
• Allows consumers to opt out of satellite emergency alerts if their provider offers this service
