• Updates the pay scale by increasing Assistant Secretaries of Health and Human Services positions from 6 to 7 at level IV and removes the Director position from level V
• Establishes that all existing references to the Director of the Indian Health Service in Federal law, Executive orders, rules, regulations, or other documents will be deemed to refer to the Assistant Secretary
• Amends multiple sections of the Indian Health Care Improvement Act to replace "Director" with "Assistant Secretary" throughout the relevant provisions
