Floodplain Enhancement and Recovery Act
Summary:
• Amends the Homeowner Flood Insurance Affordability Act of 2014 to exempt ecosystem restoration projects from fees associated with flood insurance rate map change requests
• Allows communities to permit ecosystem restoration projects within regulatory floodways that increase base flood elevations, subject to specific conditions including a professional engineer's determination that the increase will not exceed 1 foot and that no insurable structures or critical infrastructure will be adversely impacted
• Requires FEMA's Administrator to issue implementing guidance within 180 days of enactment, after consulting with federal and state natural resource agencies
